On 03 July 2025, we were pleased to host a Chairs’ Challenge for members on the topic of driving public sector impact.
The 2024 Budget Statement and the 25/26 Spending Review brought a focus on how to achieve greater efficiency and effectiveness. This emphasised a need for efficient public spending, improved service outcomes, and heightened accountability, placing public bodies under increased scrutiny.
The July 2025 Chairs’ challenge explored practical methodologies for measuring efficiency, enhancing performance, and achieving greater impact with limited resources, while reflecting on the Government Efficiency Framework and its alignment with the Labour government’s objectives.
Our contributors Nick Baird, Chair, Trade Remedies Authority and Richard George, Chair, DfT Operator Limited invited members to a discussion on measuring performance against KPIs as a collaborative process and on the Chair’s role in guiding organisations away from risk aversity and towards risk awareness.
Members engaged in a meaningful discussion on means to demonstrate the value when the value produced by an organisation accrues to their stakeholders. Isolating an organisation’s contribution can be archived through maintaining clarity and reflecting on the unrealised benefits of losses that would have occurred without the entity’s intervention.

Chairs’ Challenges are online sessions operating with Chatham House Rule, providing a safe space for leaders to convene and discuss challenges they are facing and key issues of interest to leaders of ALBs. These sessions are hosted by Keith Fraser, PCF Chair and Chair of the Youth Justice Board.
