We pleased to host a Chairs’ Challenge session on 05 December 2025 on the topic of delivering value and efficacy through collaborative leadership.
In recent years, the roles and responsibilities of chairs of public bodies have expanded significantly. As identified in Public Leadership: Navigating uncharted waters, in times of economic and social challenge chairs are constantly navigating complexity and uncertainty.
The December 2025 challenge session looked at a collaborative leadership approach to tackle shifting agendas and changing priorities, and the importance of delivering effective partnerships. The event explored effective strategies for collaborative leadership that support organisations in planning and preparing for change. Drawing from the Local Partnerships’ 2023-2024 report, which explored the impact of the organisation as a key interface between local and central government, the discussion reflected on coproduction and structured barriers in improving service delivery.
Our contributors, Tom Taylor, Chair, NHS Counter Fraud Authority and Dr Andrew McCulloch, Chair, Social Work England, engaged with members in a conversation about collaboration across the public sector, stakeholders’ engagement and developing partnerships at all levels. Members shared their experiences creating a culture of collaboration within the board and finding avenues for partnerships with other organisations.

Chairs’ Challenges are online sessions operating with Chatham House Rule, providing a safe space for leaders to convene and discuss challenges they are facing and key issues of interest to leaders of ALBs. These sessions are hosted by Keith Fraser, PCF Chair and Chair of the Youth Justice Board.
